Gregory Wertman
Greg has been a rental property owner in Philadelphia for more than 30 years.
He bought his first property in the then little-known neighborhood of Manayunk, which is now one of the Philly’s entertainment hubs. Greg had just graduated with a Master’s in Business Administration from Saint Joseph’s College and had taken a teaching position with the Philadelphia School District.
He and his wife wanted to start a family and needed some extra income. They thought about buying a business, but some of Greg’s tennis pals were rental owners and talked him into getting into the rental market. And the rest…is history. Greg has used his rental housing expertise to advocate for the affordable rental property owner as President of HAPCO Philadelphia, the city’s largest rental owner advocacy group with nearly 1,500 members.
During Greg’s tenure as President, he has increased HAPCO’s profile and clout with politicians, the public, and the media. He has used HAPCO’s influence at Philadelphia City Hall and with lawmakers at the State Capitol in Harrisburg to advocate for small, Mom and Pop rental owners and to fight legislation that hurts affordable housing. After the COVID-19 eviction moratorium drove many small rental owners out of the market, Greg has pushed to grow HAPCO Philadelphia’s membership with the knowledge that there is strength in numbers.
When Greg and HAPCO aren’t being quoted in the media, Greg likes to travel, dine, attend concerts and sporting events, and organize Eagles tailgates for 50 of his closest friends! Greg was raised in Danville, PA near Harrisburg and got his Bachelor’s at Temple University.

HAPCO Philadelphia advocates for fair and reasonable private property rights through equitable rental owner and tenant legislation, mediation, education, and professional management practices. HAPCO Philadelphia has become the advocate and authority for rental and investment property owners, managers, and tenants. With more that 1,500 members, HAPCO is the largest rental advocacy group in Philadelphia.
HAPCO Philadelphia is dedicated to preservation, improvement, and expansion of low-to-moderate-income rental housing, along with market rate rental and investment properties. We are also devoted to reversing the spread of blight in the City of Philadelphia.
